Online seminar between the Academy of Finance and the Myanmar Institute of Public Financial Management (PFM)
(AOF) - On the afternoon of September 21, 2020, the Academy of Finance had an online seminar to share experiences and exchange cooperation on training, scientific research, teaching methods and the implementation of activities responding with the COVID-19 epidemic with the Myanmar Institute of Public Financial Management (PFM).

Attending the seminar, on the side of the World Bank (WB), there were the presences of Mr. Fabian Seiderer - Public Sector Specialist; Ms. Pike Pike Aye - Public Sector Specialist, WB in Myanmar; Ms. Nguyen Phuong Anh - Public Sector Specialist, WB in Vietnam.

On the PFM side, there were the presences of Mr. Naing Naing Win - Deputy General Director, Myanmar Institute of Public Financial Management, Chairman of Myanmar side; Ms. San Thida, Director, PFM; Ms. Thwe Thwe Tun, Deputy Director, PFM; Ms. May Mi Ko Lin, Director Assistant, PFM; Mrs. Phoo Myat Noe; Director Assistant, PFM; Ms. Khine Khine Tun, Office staff, Assistant Director, PFM.

On the side of the Academy of Finance, there were Assoc., PhD. Truong Thi Thuy, Deputy Director of the Academy - Chairmain the Vietnamese side and leaders of the Departments: International Cooperation; Scientific management; Personnel organization; Leaders of the Faculty of Public Finance; Deputy Head of Department of Public Accounting, Department of Financial Policy Analysis, Faculty of Public Finance and lecturers from Faculty of Public Finance.

In the opening remarks, Assoc., PhD. Truong Thi Thuy, Deputy Director of the Academy of Finance warmly welcomed and thanked the delegates from the World Bank and Myanmar Institute of Public Financial Management for participating in this meaningful seminar. Assoc., PhD. Truong Thi Thuy gave an overview of the Academy's establishment, development process, achievements, position and credit. Assoc., PhD. Truong Thi Thuy outlined the importance of human resource training in public finance for each country and the objective of the seminar.

At the seminar, The representative of the Myanmar Institute of Public Finance Management expressed  their desire to learn from the Academy of Finance in the following issues: Organizing and implementing the activities of the Academy of Finance responding with COVID-19; Content and methods to ensure quality in teaching public finance, the form of this training quality control and evaluation; Methods of implementing international cooperation in training - scientific research and mechanisms for training, recruiting staffs, lecturers ...

Assoc., PhD. Truong Thi Thuy, Deputy Director of the Academy of Finance said: Implementing the policy of the Prime Minister of Vietnam on social distance in the face of the COVID-19 epidemic, The Party Committee and the Board of Directors have quickly instructed the Student Management Departments, Faculties, function units, students, and Lao’s students to shift activities to be online, ensuring the dual goal: prevention from epidemic and ensuring the tasks of training and scientific research. In addition to promoting disease prevention, the Institute has prepared technical infrastructure to ensure meetings, seminars and online teaching. Therefore, all jobs are implemented normally, implementing learning, testing, evaluation, scientific research on schedule as well as quality assurance. Students in areas with COVID-19 epidemic, isolated still study normally.

Assoc., PhD. Nguyen Xuan Thach shared his experiences in proactively and promptly transferring learning activities of students, oversea students from Laos, staffs and lecturers to online activities when preventing COVID-19 epidemic. Accordingly, as soon as the Vietnamese government has made a decision about social distance to prevent epidemics, the leaders of the Institute have assigned staffs and lecturers to learn about online teaching software and choose a most effective one to use. All officers and lecturers have been trained carefully before deploying online learning and working. Through this form of learning, students are trained in learning skills, working in a network environment, and accessing relevant modern technologies. This is also one of the important policies of the Academy in the future to ensure broadly meeting the needs of learners as well as meeting different learning subjects.

Assoc., PhD. Pham Ngoc Dung - Dean of the Faculty of Public Finance has shared his experiences on training in public finance. An important task in the training of human resources for public finance of the Faculty of Public Finance, Academy of Finance is to provide training and retraining services to different subjects, especially the management agencies from localities to central; participate in training bachelor, master, PhD in finance - banking, accounting, chief accountant training, accountant, participate in scientific research according to assigned tasks and meet market demand. The Faculty also presides over many scientific conferences at local, ministerial and state levels; Participate in consulting for management agencies at all levels, construction agencies; Policy planning ... for agencies and units such as: National Assembly, National Assembly Budget Committee, Ministry of Finance, Ministry of Planning and Investment - Central Bank. State-level topics recently chaired by faculties are: Improving the capacity and efficiency of state budget spending on education and training in Vietnam. This is an opportunity to foster professional knowledge for teaching staffs, spread the responsibility, the role of training and scientific research of the faculty in particular, the Academy of Finance in general; the Faculty participates in training international students (Laos, Cambodia) in Vietnam and Vietnamese students.

Assoc., PhD. Pham Ngoc Dung also shared about the faculty's human resources - previously appointed by the Ministry of Finance. Currently human resources are recruited, appointed and self-trained by the Academy. Faculty has 6 Associate Professors and 18 PhDs, 7 senior lecturers, 19 masters. There are many lecturers trained by postgraduate programs from England, France, Australia ... Some lecturers are doing postgraduate study in Germany, Japan. Regarding the training program of the Faculty of Public Finance in particular, the Academy of Finance in general, Assoc., PhD. Pham Ngoc Dung affirmed that this is the decisive factor for the quality and prestige of the Faculty and the Academy. All lecturers of the faculty participate in the training program of the Academy according to the following criteria: advanced, modern, suitable to Vietnamese practice and the general trend of the world. Faculties, subjects as well as the Institute always research and update guidance documents of international organizations, programs of famous universities, the world bank ... to update and supplement construction curriculum of subjects and majors. From there, building a system of monographs, exercise books ... to meet the needs of students as well as training institutions. In addition, the faculty regularly organizes seminars and professional activities to improve qualifications. Collective, faculty staffs under the direction of the Ministry of Finance, leaders of the Institute, have sufficient qualifications ready to participate in international cooperation activities and cooperate with Myanmar Public Finance Management Academy in the early period in training, scientific research, student exchange.

At the seminar, MSc. Nguyen Le Mai - Head of Finance and Accounting Department also shared about the operating budget of the Academy of Finance; Assoc., PhD. Nguyen Manh Thieu - Head of the Organization and Personnel Board shared about the Academy's organizational structure and human resources.

Assoc., PhD. Chuc Anh Tu - Head of International Cooperation Department shared about expanding international cooperation in scientific research from gathering speakers' information to organizing research groups after the end of international conferences. The groups will come together to discuss related activities later. From there, there are high quality international publications. Regarding international cooperation in the exchange of lecturers, researchers, Assoc., PhD. Chuc Anh Tu said that the Academy has been looking for opportunities to exchange and cooperate with groups of researchers - especially young researchers to other countries and to invite individuals and groups to the Academy of Finance to join research groups. The Academy has organized studytours, summer holiday to Malaysia, Singapore for students of the Academy to experience with local students during the summer. Regarding the implementation method, after carefully understanding as well as discussing with international partners, the Academy will sign MOU with specific roadmaps and plans.

At the end of the seminar, Assoc., PhD. Truong Thi Thuy, Deputy Director of the Academy of Finance expressed sincere thanks to the World Bank (WB) for connecting and facilitating the seminar, thanking delegates to the Institute of Myanmar Public Finance and hope that the parties will continue to share and cooperate in training and scientific research activities.

Mr. Fabian Seiderer - World Bank's public sector expert affirmed that the seminar has great practical significance. The Academy of Finance has shared valuable experiences of nearly 60 years in training, scientific research and international cooperation for the Myanmar Institute of Public Financial Management. Mr. Fabian Seiderer also affirmed that he would continue to support and maintain sharing, cooperation and mutual support activities between the two Institutes.
