Academic Council is an administrative panel, this panel includes academic activists representing ownership of the Academy; Academic Council monitors the performance of AOF’s strategic decisions, resources mobilization and exploitation; ensures the harmony between organization, community and society, ensures the overall goals achievement and organization’s autonomy in conformity with regulative laws.

Responsibilities and authorities of the AC:

1. Regulates strategic policies, plans, development projects and AOF’s overall performance;
2. Determines decisions in terms of training, science and technology, international collaboration as well as academic quality ensurance;
3. Monitors institutional structure and investment schemes;
4. Be an advisory and monitoring agency in the establishment, integration, division and disolution of units;
5. Monitors updated regulations and ensures the application of democratic mechanisms in AOF’s performance;
6. Annually and unschedully prepares report submission to Ministry of Finance, Ministry of Education and Training in terms of quality control, performance effectiveness, and financial commitments;
7. Submits recommendation to competent authorities for verification and approval of complement, dismissal or replacement of the panel membership;
8. Regulates the size and structure of AOF’s human resources; takes advisory part in recruitment, management, usage and development of staffs;
9. Recommends candidates for designation; annually evaluates the presidential (vice presidential) performance; makes mid-term or unexpected surveys on presidential (vice presidential) credibility when necessary;
10. Requests president’s accountability for inadequacy and improper performace according to the panel’s regulations (if needed). In case of accountability irrelevance, the Academic Council submits report to Ministry of Finance for further consulting and decision;
11. Moderates the conditions, criteria of unit leadership promotion;
12. Academy Council is authorized the AOF’s stamp and staffs to implement its functions and tasks;
13. Implements responsibilities and authorities designated by Minister of Finance according to laws.
