The International Conference SEDBM4, 2021: Facing urgent domestic and international issues
(AOF) – On 24th September, from the bridge point at the head office at 58 Le Van Hien, Duc Thang, Bac Tu Liem, Hanoi, the Academy of Finance in collaboration with the University of Greenwich (United Kingdom) and the Ho Chi Minh Academy National Politics has organized the annual international conference with the theme: " Sustainable economic development and business management in the context of globalization" direct combined webinar. There were 131 proceedings, 14 papers presented at the seminar, which received many profound criticisms from domestic and foreign delegates.

Speaking at the Opening session in the morning, Assoc. Prof. Dr. Nguyen Trong Co - Secretary of the Party Committee, Director of the Academy of Finance pointed out the urgent and vital issues for all nations on the planet in the development of mankind, which is the development of human rights. develop in a harmonious way among economic growth and development, social development on the basis of social justice; human development and efficient and rational exploitation and use of natural resources and protection, improvement of the living environment. Sustainable development is the strategic orientation of countries around the world in the era of scientific and technological revolution as well as in the context of the globalization process. The unprecedented threat in history to change the mode of production, business, commerce and all aspects of social life, along with the relationship of forces, is gradually shifting to a new situation, especially the COVID-19 pandemic exposes the weaknesses of globalization with short-term disruption of several global supply chains. Vietnam needs to continue the trend of accelerating international economic integration and digital transformation to welcome the Fourth Industrial Revolution. The determination, consensus and improvement of the state's management in the strategy of economic development, rational exploitation and use of natural resources, and environmental protection are of special importance… Assoc. Prof. Dr. Nguyen Trong Co emphasized that these are also the contents that the workshop aims to approach, identify and propose as well as address the challenges of how to solve them from many different angles and approaches of scientists participating in the conference.

At the first plenary session, Keynote Speaker, Dr. John Bruce Wells - Leading Economist of Deloitte, USA, Director of Vietnam Low Emission Energy Program (V-LEEP II) under the agency The United States Agency for International Development (USAID) presented on the role of the Vietnam Low Emission Energy Program in addressing clean and sustainable energy in Vietnam and research on gender, participation of Female employees help to increase the value of the business with labor capacity and effective case studies in the energy industry in the context of globalization. The statistics in the author's research show the positive influence of women in businesses and show how V-.LEEP II enhances the role of women in businesses in the energy sector. In Vietnam, the focus activities are: Improving opportunities and training for female entrepreneurs in energy enterprises.

Keynote Speaker Assoc. Dr. Su Dinh Thanh - Rector of Ho Chi Minh University of Economics presented the topic: Capacity of local government and growth of TFP (Total Factors of Production) with specific case studies in provinces Vietnam. The author's research results have shown that a high degree of fiscal decentralization has a negative relationship with total factors of production (TFP) and a low level of fiscal decentralization has a negative relationship with TFP. Therefore, it is necessary to promote fiscal decentralization with many complementary policies.

Assoc. Dr. Nguyen Ngoc Toan raised the issue of the influence of bribery on the development of small and medium enterprises in Vietnam. Research shows the negative effects of bribery on revenue growth, labor productivity and innovation of enterprises in Vietnam. In the presentation, Assoc., Dr. Nguyen Ngoc Toan pointed out: Per capita income in Vietnam is still relatively low, especially in the public sector compared to other countries in the region. This is one of the main causes leading to embezzlement and corruption in order to increase personal income.

Conclusion of the Workshop, Assoc. Prof. Dr. Truong Thi Thuy - Deputy Secretary of the Party Committee, Deputy Director of the Academy of Finance emphasized: The conference has attracted the participation and interest of hundreds of scientists from universities and academies at home and abroad and the attention of many students of the Academy of Finance. 131 yearbook articles are selected, high-quality articles covering outstanding issues and current concerns. Discussions use diverse research methods, based on both primary and secondary data. The 14 presentations at the Conference received a lot of questions from scientists, lecturers, students and interested people. Through summarizing and evaluating the research papers, the Professional Research Council of the Seminar selected and awarded 05 best papers. These are articles with scientific research methods, in-depth and highly suggestive content. Assoc.Prof.Dr. Truong Thi Thuy also wants the authors to monitor and continue to answer questions posed directly on the chat box of the conference zoom and on the fanpage of the Academy of Finance. On the basis of the synthesized issues, create research groups of scientists to continue to develop scientific research products (articles, scientific research works continue to elucidate the issues). problems that scientists have posed and suggested.

Through the organization of international seminars, especially 4 times of organizing SEDBM seminar, the Academy has affirmed the capacity of organizing international seminars as well as the capacity of the scientists of the Academy of Finance in particular, Vietnam in general. Through this, the Academy of Finance affirms its ability to meet modern infrastructure and technology in organizing scientific research and training activities as well as international cooperation online and in person. In particular, in 2021, despite the complicated and unpredictable developments of the COVID-19 epidemic, with thoughtful preparation and creative ways, the Academy of Finance continued to coordinate with the University of Greenwich, UK, Institute of Economics under Ho Chi Minh National Academy of Politics successfully organized the 4th Conference.
