The Financial Times – International workshop held by Academy of Finance and Asian Development Bank Institute on “Reforming State-owned Enterprises in Asia”: SOEs reform will help increase productivity and competitiveness
An effective governance of state-owned enterprise is essential and positively contributes to improving productivity and competitiveness. However, SOEs reform is a real challenge for Asia as it is common that these enterprises perform poorly and depend largely on state supports.

Professor Naoyuki Yoshino – Dean, ADBI said at the workshop “Reforming State-owned Enterprises in Asia” co-organized by Academy of Finance, Vietnam (AOF) and Asian Development Bank Institute (ADBI) on March 7th.

Associate Professor Nguyen Trong Co said, in his opening speech, the workshop would help AOF discover new research directions in exploring the role of SOEs in Asia. It also helped policy makers, researchers and economists have a multifaceted understanding of SOEs, thereby, contributing valuable comments in reforming them to promote their role in Asian economies.

At the workshop, Professor Naoyuki Yoshino also said that ADBI was attempting to development an analysis database to help Asian enterprises achieve positive performance through reforming process in different approaches. This workshop would help furthermore clarify the on-going determination and management challenges of SOEs reforming.

According to Professor Naoyuki Yoshino, SOEs play a crucial role in Asian economies regarding all economic matters. Thus, effective management of SOEs helps ensure their maximized contributions to improving productivity and competitiveness. However, reform process is also considered a challenge for Asian SOEs.

Regional countries have encouraged their largest SOEs to test their competitiveness and learn from best international practice. Simultaneously, there are also things and attempts to be done by international communities to promote the reform of SOEs and ensure healthy competition between SOEs and private sector. ADBI is attempting to develop an analysis base for them to achieve the sustainable reform and development.

Speaking at the workshop, local and international experts concentrated on the topics: From the market to State; Motivators and lessons learnt from electricity sector reform of non-OECD countries in Asia; Supports of  the Government to improve performance of Indonesian SOEs; Efficiency difference between SOEs and private enterprises in selected emerging Asian countries.
