Human Resources Management Department, formerly known as the Staff Management Unit attached to School of Finance officer - Central Bank which was established on 20.12.1963. In 1976, the Prime Minister issued decision to rename the School of Finance Officer - Central Bank to the University of Finance and Accounting of Hanoi, during this period, the Staff Management Unit is independent and maintained the name. In 1991, the Staff Management Unit was merged with the General Administration Department, the Propaganda Department of Administrative Organization. In 2001, the Government established the Academy of Finance on the basis of merging three units: University of Finance - Accounting Hanoi, Institute of Finance and Personnel Training Center for Finance. To match the new mission, in 2002, the Human Resources Management Department was established on the base of the separation from the Division of Administrative Organization.

2.    Establishment process

Human Resources Management Department, formerly known as the Staff Management Unit attached to School of Finance officer - Central Bank which was established on 20.12.1963. 4.    Functions and duties of the unit

(According to Decision No. 203 / QD-TCCB HVTC-April 16, 2002 defining the tasks and powers of the Organizing Committee staff).

A.    Tasks

- Organization

1 / Coordinate with units under or attached to Academy to research, draft reports for Director to submit the Minister of Finance the issuance of the regulation on organization and operation of the units attached to the Academy of Finance; Join to formulate regulations on coordination of scientific research, training and retraining, transfer of research results, financial policy development between the units of the academy with the units, directly tonic.
2 / Chair to build, submit the director of the Academy to issue documents defining the tasks and powers of units of the Academy of Finance; regulations on coordination between the units of the Academy; regulations on working relations in the Academy Board of Directors; provisions on decentralization of cadres, public officials and employees of the Academy.
3 / Research and build the project of establishment, merger and dissolution of the organization under the jurisdiction of the Academy as prescribed by the Ministry.
4 / Guide units under or attached to the Academy in implementing the provisions of the Finance Ministry, the Finance Academy held apparatus.

- The staffing, labor and wages:

1 / Help director of the Academy to unit management, manning, lecturers, public servants and employees of units of the Academy.
2 / Construct rank structure to report to Academy Director in order to submit the Minister of Finance for approval, based on which the annual plan of payroll, labor contracts and the salary fund are established.
3 / Implement the regulations of the State, the Ministry, Academy of payroll, labor, wages, skill upgrading, wages rank as designated by the Ministry; report to Director of the Academy in order to submit the Ministry to decide to raise salaries, rank promotion, rank shift positions from the class principal specialist, senior lecturer and equivalent or higher.
4 / Report and provides information on staffing, labor, income as prescribed by the State, the Ministry of Finance and the Finance Academy.

- Human resource management

1 / Help director of the Academy build planning, plans to recruit, assign, use of cadres, civil servants, teachers and employees of the Ministry competent management hierarchy.
2 / Solve procedures prescribed by the State on the director of the Academy decided to recruit, assign, use, transfer, appointment, reappointment, retirement, severance, up window Insurance society, addressing the personnel policy as prescribed and as assigned by the Ministry.
3 / Study, report to Director of the Academy decision or submit the Ministry to decide to send officials, trainers, training employees on long term and short term fostering or sightseeing, in the domestic survey , foreign.
4 / To coordinate with related units to suggest members, make a list and submit the director of the Academy for decision of the establishment of the council relating to the activities of the Academy (Admission Council, the Council of salary increase ...)
5 / Implement the militia and self-defense under the provisions of the Academy bodies competent military and the State.
6 / Unit the management of personnel records and other documents related to the process of work and learning of cadres, public servants and employees of the Academy of Management area as designated by the Ministry.
7 / Implement the statistical work, reports of human resource according to regulations.

- Training and education work

1 / Construct, synthesize training plans, training of cadres, civil servants, teachers and employees of the Institute of Directors approved the report.
2 / Make the statistics, aggregate and report on labor, wages, training and retraining of civil servants, teachers of the Academy.
3 / Join the Board of the Academy as assigned by the Director of the Academy.

B.    Powers of Personnel Management Department

- To request the officials and employees through unit heads to report information relating to the individual service of the management staff as prescribed by ordinance public servants of the Ministry of Finance key and Finance Academy.
- Coordinate with some units designated by the director of the Academy to regularly and unscheduledly inspect the implementation rules and regulations of the Academy work for affiliated units and the Academy.
- With the order of Director of the Academy to inform all affiliated units of the Academy and to organize the work of the organization and staff of the Academy.

5. Achievements

For many years, Personnel Management Department always excellently finishes tasks assigned by the Board of Directors; reviewed the high results in working and has many high-level emulation titles such as:
- Excellent labor group
- Merit of the Minister of Finance
- Certificate of Merit from the Prime Minister
- Labor Medal Third Class.
