GENERAL INFORMATION
1. Foundation and development
The Faculty of Graduate and Postgraduate Studies was established under Decision No. 111-TC/QD-TCCB dated 04/06/1987 of the Minister of Finance to implement Decision No. 15-CT dated 01/19/1987 of the President of Ministerial Council about assigning the mission of training PhD students for University of Finance - Accounting Hanoi (now known as the Academy of Finance), with two majors: Finance – Monetary Circulation and Credit (Code: 5.02.09) and Accounting, Finance and Economic Activity Analysis (Code: 5:02:11). The first postgraduate course was organized in 1988.
In 1991, the Minister of Education and Training signed the Decision 2555 / QD-SDH dated May 10, 1991 which assign the task of post-graduate training to The University of Finance and Accounting with the above two majors. Post-graduate candidates have been enrolling since 1993.
As of 9/2005, 1,611 postgraduate students have enrolled, including: 260 Doctors, 1,066 Masters and 249 fostering students. The total number of graduated students are 136 PhD students, 580 graduate students and 249 fostering students. The numbers for current students are respectively 121 and 489. Particularly, the outstanding number of admitted students in 2005 was 28 PhD students and 141 graduate students. The training activities are held in campuses in Hanoi and Ho Chi Minh City.
2. Specialized majors:
a. Postgraduate Program: 2 majors
- Finance – Banking Economics (Code 60.31.12.01);
- Accounting (Code: 60.34.30.01)
b. Graduate program: 3 majors:
- Finance – Banking Economics (Code 60.31.12);
- Finance – Banking (Code: 60.34.20);
- Accounting (Code: 60.34.30).
Joint partners in postgraduate training include: Vietnam Maritime University, University of Economics – Hue University, Duy Tan University - Da Nang, Finance Marketing University - Ho Chi Minh City, Lac Hong University - Dong Nai and the Academy of Economics and Finance (Laos).
3. Current Curriculum:
The program curriculum is built in accordance with the frame set by the Ministry of Education and Training:
- Master Training Program: Total of 82 credits including 68 credits for 18 subjects and 14 credits for thesis.
- Doctor Training program accordingly includes 68 credits for 18 subjects, along with: 5-10 credits for 3 doctorate special subjects and doctorate thesis.
- Fostering Training Program: Approximately 50-55 credits for 15-18 subjects.
4. Human resources:
In present, a large number of staffs and lecturers of recognized Academic degree have been directly involved in the postgraduate education and training activities in the Academy of Finance, particularly:
- 85 doctors specialized in various areas: Philosophy, Political Economics, Economics and Management, Finance - Banking, Accounting, etc ... of which 1 is Professor and 20 associate professors.
- 05 masters in language studies and Informatics.
In addition, a parallel number of scientists who are putting joint effort in training career at the Faculty are currently working at prestigious state agencies, namely: The Ministry of Finance, the General Department of Taxation, Central State Treasury, Economics and Budget Committee of the National Assembly, the State Audit ...
5. The quality of postgraduate education:
It has been acknowledged by many prestigious scientists and lecturers that the education quality of the Faculty of Graduate and postgraduate Studies has met the requirements set out by the Ministry of Education and Training, and that has gained high ranking in postgraduate training as compared to other institutions in economics field. Theses and dissertations of varied topics have made rich and practical contribution in both theory and practice. The majority of the graduating students from the Postgraduate Faculty have acquired strong professional capabilities. Some have held outstanding social status, including: ministers, deputy ministers, chairman, general directors of corporation, director or deputy director of state departments,...
6. Prospects of postgraduate training:
6.1. Training Scale
It has been recognized that there is a wide range of social needs for postgraduate training due to professional requirement. Therefore, the existing training majors of Finance-Banking and Accounting may expect huge amount of admission for master and doctorate programs.
In near future, new majors relevant to undergraduate major of AOF, namely Business Administration, Customs,.. are expected to be launched soon.
Postgraduate training demand is also seen in other cities and areas, especially Ho Chi Minh City, Da Nang and other central provinces, to be enormous.
Given such gigantic social needs, together with available large amount of qualified lecturers and facilities, the Postgraduate Faculty's expectation to receive annual admission of 200-300 for master program, 50-70 for PhD program in 3 major cities of Hanoi, Ho Chi Minh City and Da Nang is a feasible and achievable practice.
6.2. Training quality
The quality of postgraduate training has attracted great concerns from leaders of both the Ministry and the Academy of Finance. Among various approaches in improving the teaching quality, the followings are dominant in the time to come:
- Innovation of content of Postgraduate training programs:
Contents of current postgraduate program shall be reviewed on the basis of "modernization, update and enhancement". Subjects shall be organized in thematic subjects on higher and deeper level which requires more of self-study from students instead of pure attendance in classes.
- Reform of teaching and learning approach:
This is considered the key approach in improving the training quality. Lecturers are required to have strong qualified skills in both knowledge and teaching approach which should be advanced, learner-centered, activities-varied. Correspondingly, learners are expected to be more active and involved in class contribution and self study.
Practical trips shall be considered to be organized more frequently
- Innovation in selection of dissertation, thesis topics:
Topics chosen for dissertations and thesis shall be more critically approved, which should be more practical and deal with current urgent issues.
- Promoting of international cooperation:
More cooperation with international universities and institutions shall be launched, which is, in the first stage, exchanges of lecturers and students, and later, joint training programs.
